For the China Program, FHSA works in conjunction with West Sands Adoptions. West Sands is the child placing agency, licensed by the China Center of Adoption Affairs. Families adopting from China with FHSA are also clients of West Sands, but all communication will be with FHSA. The dossier is submitted under West Sands' letterhead by Adam Wang, a translator, facilitator, and travel arranger.
The Country
China is in Eastern Asia, bordering the East China Sea, Korea Bay, Yellow Sea, and South China Sea, between North Korea and Vietnam.
China is one of the four oldest civilizations in the world and has a written history of 4,000 years. It is the inventor of compass, papermaking, gunpowder and printing. The People’s Republic of China is a unified, multi-national country comprised of 56 nationalities. The Han people make up 91.02% of the total population. China is divided into 23 provinces, 5 regions, 4 municipalities and 2 special administrative regions (SARS).
Great differences in climate are found from region to region. The northern part of Heilongjiang Province in northeast China has no summer and the Hainan Island has a long summer but no winter. The Huaihe River valley features four distinct seasons; the western part of the Qinghai-Tibet Plateau is covered by snow all year round. The southern part of the Yunan-Guizhou Plateau is spring-like all year.
The Children
Most of the children available for adoption are girls between eight months and 14 years of age.
The children usually come from orphanages run by the Chinese government. All children placed from China are tested for HIV and Hepatitis. The medical information received is usually fairly extensive and reliable.
Parent Eligibility
Applicants wishing to adopt must be between the ages of 30 and 50. Both parents must be in good health and be under 40 Body Mass Index (BMI). Families are not eligible if there are five or more children in the home. Parents must have a high school education or higher.
Couples must be married at least 2 years. China allows no more than 3 divorces for either parent. Parents with any divorces will need to be married at least 5 years.
All applicants must be able to prove a minimum income of $10,000 per year per person in the household including the child being adopted. The family must also have net assets over $80,000.

Referral
Families are currently waiting 24 or more months for a healthy infant referral.
Travel
Once an adoptive family accepts the child referred to them, they can expect to travel in about six to eight weeks. At least one parent must travel to China and the stay is approximately ten to fourteen days. FHSA has staff in China who will guide you every step of the way.
Post Adoption
You will be required to complete your Post Adoption reports with your Social Worker when you return home with your child.
